
In a major policy breakthrough, the Government of Bihar has notified the Bihar State Corporate Social Responsibility (CSR) Policy-2025, paving the way for private companies to directly participate in the state’s development through investments in public welfare schemes under their CSR mandates.
With the launch of this policy, Bihar becomes one of the few states in India to establish a structured platform that integrates corporate investments with state-run development initiatives.
CSR Portal Set to Go Live Soon
According to Anand Kishore, Principal Secretary, Finance Department, a dedicated CSR Portal has been developed and is ready for launch by Deputy Chief Minister and Finance Minister Samrat Chaudhary. The portal will serve as a one-stop platform for CSR-eligible companies to register, explore opportunities, and invest directly in government-prioritized sectors.
A dedicated CSR Society has been set up under the new policy, with a Governing Body chaired by the Chief Secretary and an Executive Committee under the Finance Department to oversee and monitor CSR activities and ensure complete transparency.
Solving an Old Bottleneck
Earlier, private companies willing to invest CSR funds in Bihar faced challenges due to the absence of a streamlined mechanism. Despite a national CSR spending of ₹29,727 crore in 2022–23, Bihar received only 1%, far below its rightful share of at least 10%. This gap was primarily due to lack of policy clarity and facilitation.
The new policy aims to eliminate this barrier by clearly outlining priority sectors, eligible schemes, and collaboration formats for companies to channel CSR funds efficiently.
A Golden Investment Opportunity for Corporates
With over 24,932 companies across India falling under the CSR spending bracket, Bihar now positions itself as a lucrative destination for impactful investments in areas like education, healthcare, skill development, sanitation, environment, women empowerment, and rural upliftment.
Grand CSR Seminar in Patna Soon
To further accelerate interest and awareness, the Bihar government will soon organize a mega seminar in Patna, inviting top corporate houses to explore CSR-linked development opportunities in the state.
